If you are having a problem connecting to the above site and are running Microsoft Vista and Internet Explorer 7.0 on your computer, please try the following and you should be able to access the site:
In your browser, select Tools/Internet Options, select the Advanced tab and under the Security category, uncheck the “Use TLS 1.0” option. Click OK to save your settings.
